Not at all. PSVR doesn't work on PC (officially) and neither do VIVE/RIFT on PS4. PSVR's target audience is only the PS4 install base.
While this may be true, we know how many PS4's currently exist (based on sales); That makes the barrier to entry ONLY the price of the headset/bundle for that segment. We also know the minimum requirements to run the other headsets, which is a decent chunk of change. I can see people being introduced/starting VR on the PSVR, and perhaps moving on to the others in a few years when the PC price drops in half.
Mass adoption generally requires something to be cheap/affordable.
