Yep, locked at 30fps. Never had issues and will never get a Pro patch.

Fallout 4 is getting official Pro patch so this is not needed
So the justification from Sony for down clocking the pro when running unpatched games was what it was always was: a load of rubbish mostly?

Possibly for load times where the actual loading is held up by decompressing data, that data would be decompressed more quickly
Those things would be affected only of the game rendering was fully based on some advanced scheduler that distributed work by looking at how much resources it can access. But I don't think that anyone bothers with things like that.
Loading means not only moving data from hdd to ram and vram, but also processing a large amount of data and preparing to rendering gameworld. Pro CPU, GPU and RAM speeds are higher than on base PS4, so all that processing is faster. It will not be tremendous boost, but it can be noticeable.
Processing data is faster. It's not just a copy job.
