That's a huge leap to make there. Companies lay off employees all the time as development nears the end of its cycle on a project. The latest project is Infamous: First Light, so it makes sense that the additional staff brought on to work on that and Second Son were let go.

Edit: Perhaps I'm mistaken and it was a larger amount than is being reported publicly.
