All HDD's (storage mediums even) chop off 10% of it's capacity for manufacturing reasons it's normal.

60GB is the "theorical" size, but since 1KB = 1024bits (and 1MB = 1024KB), you have to correct this value to get the actual size

60 000 000 000 / (1024*1024*1024) = ~55GB

Also, when it's region locked and not bugged, the XMB gives an error message. Happened to me when i tried to download Folklore demo.
This can confirm that Uncharted is suffering from bugs that's all.
