You can't compare the 2D games with their 3D succesors, and GTAIII was a generic East Coast city, inspired by New York, but with very few, if any, recognisable landmarks. The Japanese cast could all speak Engrish, the city NPCs could be a mix of Japanese speakers and foreigners speaking English. Hell one of the GTA games (SA?) already had random city people speaking Japanese.
