VF was super popular at japanese arcades. If sega were to release the game, it would make sense to release it at the arcades first in Japan where there are still a good number of arcades, wait for a few months, then release it on home consoles as a multiplat with no exclusivity clause with any console makers. VF5 final showdown actually exceeded japanese sales goal in the 1st week for consoles back in the day, but no numbers were given and western sales numbers are not made known by sega, so even as a console game, japan may still care is why it shouldn't be a MS money hatted game since the japanese don't care for MS consoles.
