So has anyone else complained about the cutscenes? That's the one technical aspect of the game that annoys me. Regardless of your rendering framerate, the cutscenes all appear to run at a slightly lower, uneven framerate. It's not just animation, however, as even camera pans are impacted. The framerate counter always reads 60 fps for me during these segments, but they are clearly not rendered as such. When it snaps to gameplay, however, it's completely perfect.
I assume this has something to do with the way the cutscenes were timed and animated and cannot be solved.
That doesn't mean it was half assed, though. They clearly put a LOT of attention into the PC version and focused on delivering plenty of extras. Hell, offering a high-res texture pack on day 1 should be proof enough that they really cared about the PC experience.
In comparison, Darksiders 2 was released in the most bare bones fashion you could image. The graphics options are basically "Graphics: ON/OFF" in comparison. There are no PC options and mouse/keyboard are virtually useless.
Sleeping Dogs offers tons of tweakable options, a benchmark mode, remappable controls, auto-switching between mouse/key and gamepad, high-res texture pack, and fast performance. Really, the cutscene performance is the only complaint I have and that is something that applies to the game as a whole on any platform.
