Yes. They basically copied and pasted and modified a bit, but the minimalistic design and a low amount of pitfalls (the only pitfall didn't always kill either) made this arena a more skill based stage than the rest in Smash 64.

From what I understand, Zelgius is a major antagonist in Radiant Dawn and Path of Radiance, so he makes sense.
Plusle and Minun, I guess I could see them taking Pichu's place.
I could also see Nintendo asking Sakurai to put Ray in for basically some free advertising, like they did with Roy in Melee (and they're only one letter apart!).
Takamaru's a bit odd and obscure, but then you have Ice Climbers and Mr. Game & Watch in the same game, so I don't think "odd and obscure" is a particularly big hurdle for Sakurai.
Cecil's as good a representative of Final Fantasy as any.
Geno scored well in Sakurai's poll and was specifically mentioned by him.
And the other new characters are almost expected.
Still, while I could see this being the final list of characters, I highly doubt it.

And even moreso for a game like Final Fantasy IV that (unlike Fire Emblem 1) was just remade two years ago anyway.
