On top of that streaming only goes as far as your ISP which factually can't support it as a staple gaming medium right now worldwide without latency. Maybe not in the Console era of things, but Sony realises that Sony is no longer the centre of attention and that there are much bigger competitors in the industry, competitors that have the resources, the money and the influence, they have Cloud infrastructure that actually works at scale, Sony can never beat that alone, so it makes absolute sense that Sony kills Gaikai, swallow their pride and partner with someone who can do it better in a Cloud-based era.
If Sony didn't partner with someone, Cloud gaming would have become mainstream without Sony and started eating into traditional console sales.

If Gaikai was a factor, they wouldn't want Azure. Face it, they just don't have the infrastructure alone to do what they need to do to compete. I've said this many times before. Sony can do whatever they want without Microsoft... kind of like... they're doing now. Microsoft Azure is just another option for Sony while Sony is a major win for Microsoft. However, this announcement means absolutely nothing seeing that this is only at the exploration stage.

With the way things are going, Microsoft is likely going to license their XCloud servers to anyone who wants to develop a Game Streaming service.
However the most likely caveat will be that companies must develop on Xbox Console hardware to get XCloud compatibility, so if EA develops a Streaming Service on XCloud, it would require EA to have Xbox Live Support etc.

MS pays royalties to Sony for using bluray. Sony is buying servers from them. You acting like MS won something when it's just business as usual on it's face.
