They have chosen to have this policy and enforce it in the way they have. 'Just a policy'. Who do you think makes the policies? Are they handed down by god or something?
Piracy is/was so bad on the PSP that not many people buy games, let alone import them.

If NA numbers are bad, they just won't bother doing similar efforts afterwards. I mean just look at how smartphone centric they are now.

Whilst the PSP fan translation of Type-0 can affect the sales of the HD Remaster I honestly think you're overestimating the numbers of people who actually go through with the effort required to patch a game in order to play it, regardless of how simple those steps are to begin with.A lot of people might just pirate the PSP game and download the fan translation patch rather than purchase the upcoming western release. There's some point to the C&D I guess.

This is of course assuming the HD Remaster is that much of a qualitative difference compared to the orginal release on PS4/XBO. Imagine if the HD Remaster was just a simple upscale? That might be a bit more of a problem.

Maybe they're afraid of people trying it out and finding out the game is sub-par thus ruining PS4 / XB1 sales~

1)They haven't even announced a release day yet.And since this is SE we're talking about the HD version will not come out before 2016 at the earliest.Why send a cease and desist now?
2)Secondly we're talking about different platforms.I'm sure the majority of the fans who got in all the trouble to import the PSP version (of a game that was released in 2011) would also double dip on a HD version.
And not only that but they wouldn't look like complete douches in the eyes of their western fans (once again.)
I think if anything the fact that this was originally a PSP release is going to do them the most harm, sub-par or not. I'd be pleasantly shocked if the game does turn out great though because it is at the very least deserving of a good official release in the west.

If Square Enix have proven anything, it's that glaciers respond faster to copyright infringement.They might at some point have to prove that they always did their utmost to protect their properties. Even if they intently looked at every case of infringement, pondered the severity and in this case secretly thought "What an awesome thing, our fans are great!", -- they'd still have to at least send a C&D letter.
Correction, they are focused on losing money AND face, every day of the week.While I don't understand why SE would pull the plug on the translation AFTER it was released, I still believe that they have the right to do that. It's their game and just like any other company, SE is focussed on generating profit.
Rumours so far indicate around the same level as Peace Walker HD or GoW PSP HD releases. If it goes the other way SE do at least have precedent for good remasters with FFX and KH recently.Did they announce any details on what the console release was going to be?
