Anyway I think this movie needs either Catwoman, Harley Quinn, or Talia Al Ghul. Nolan's biggest weakness is weak female characters, and if TDKR is released without a strong female character, then people will forever use the lack of one as a point of criticism against the trilogy.

Plus I think Catwoman in particular could be done really well in Nolan's universe, and would be a great foil as well as a needed rebound "relationship" after Rachel's death.
That's actually a good point about Dent killing the others, but it appears that Batman was an easier scapegoat & they had no other suspects. Joker could have been blamed for the cop killing but I don't think they would actually frame him.

Plus, it was largely for public perception and Batman wouldn't actually go to prison for killing any of them, simply focus attention on him and away from Dent. They would only be able to link him with Dent's death which technically he caused anyway.

A question I always wondered is why the one cop who was spared by the flip of the coin (Ramirez?) wouldn't tell anyone? She is corrupt and may want to keep her job, but she could do all of that and frame Dent too. Gordon knew he had moles in his unit so I wonder if he simply didn't investigate at all or figured it out and let her stay on because of her sick mother. She would have a black eye the next morning too.

"The Batman" would be a great title.

...because Nolan's trilogy seems to be all about Wayne's very early years, how he meets some of his enemies, and how he becomes the Batman who knows he is in this for life.

Honestly, after the title settling for a few days-- I think I would at least be okay with it if it were just "Dark Knight Rises," without "The."

Looks okay and somehow doesn't seem as repetitive as "The Dark Knight ----> The Dark Knight Rises."

I don't know. I'm full of shit today.

Another thing is that Bruce taking the blame for those murders also muddies the waters around the Batman persona. A theme of TDK was that Batman was becoming a known quantity, he doesn't kill, he has a code and the criminals were starting to figure that out. They were more afraid of the Joker than him. Taking the rap for Dent's crimes means he can rebuild his reputation amongst criminals whilst also protecting Dent's legacy. I imagine a big part of the third film will deal with Batman's new reputation.

I think it was just a matter of time before Batman became an outlaw in Nolan's batman universe. He was always a vigilante. I think its something inevitable (maybe tied to comics). In Tim Burton's movies, Batman was blamed for the death of that lady falling from a skyscraper. Now hes gotta fight cops too.
