I tend to lean on the simpler outfits, because they look great when anyone draws them.
Nightwing is dead simple, but still my all time favorite.
Miles has the best Spider-Man outfit, a great mix of the previous GOAT Spider-Men: Symbiote and Ben Reilly costumes.
Walter West still has the best Flash costume.
Are we counting the Void, then I'd go with the Sentry, who is one of my favorite characters who is constantly mishandled.
Otherwise, the Plutonian from Irredemable probably got the most legwork, but Kid Miracleman is just... damn. I'll go with the latter.

I could do it, but I'm not really invested. I get nothing out of putting some shine one Ms. Marvel. and probably 3 of my 5 moments will be as Ms. Marvel or Warbird.

That Nightwing is still his best outfit. Honestly his New 52 one looked too much like they were Batmanning him. That costume kept me from reading his series for awhile. I realize now that I have read it, that I wasn't actually missing anything (except disappointment).
And as for the Evil Superman question, I'm strictly talking about within DC.
