Wow, Valve went and implemented reactive, rather than proactive/preventative, quality assurance.
Given that most of the issues you can report a product for here are things that only become apparent once you've played the game, this strikes me as being comparable to implementing a flagging/reporting system in a comment section where you have to pay to view each individual comment.
Well, at least you can get a refund from Valve if you don't like the... wait....
