If it was fungal, he would've been covered in spores by now. It's definitely insulation, since it's also bright pink. However, insulation seeping out is indicative of another problem. I'm guessing that your linoleum is failing, causing the insulation to burst out of its seams.

I'm almost positive that is some sort of slime mold that lives in your floor that has gotten so large it has broken through the floor. Those bodies may be sporangia, the fruiting or mating bodies, comparable to a fungus reproductive body that will release spores when desiccated. Most people have slime molds everywhere under their houses and never even know it is there.

Either way, slime or fungal, it is bad and should be removed and cleaned (the floor and boards) immediately.
