That actually looks like spray foam insulation. Though why or how it would be coming up through your floors like that I have no idea? Unless you are living in an apartment above someone else that was doing construction work below using the stuff.

I thought the same but the OP mentioned he lives in the basement so it can't be spray foam.
I tried to google search this and all you get is women complaining about their vaginas so I'm very curious to find out what this stuff is.
According to my dad, who works with insulation materials for over 30 years, he says it is fire resistant polyurethane foam (that is why it is pink).

Bingo, someone said this on the front page, so I didn't think I would need to comment, but everyone is still debating it.
If it's the basement and it's foaming up like that, it seems like it was some unactivated foam, that with settling, has received oxygen to it and it's reacting.
Any expert in person confirmation on what this is yet, Ice?

My dad (whose a carpenter) says its just insulation, but he won't do much else.
So I'm taking his word for it, as I don't really have the money to refloor that area, nor hire an expert for their expert opinion.

That's really odd to me, I am not an expert or anything, but aren't most basement floors concrete and then maybe wood flooring? Why would anyone insulate a basement floor?
Are you renting? If so that's something the landlord should be going.

They'd insulate the pipes. Hence me saying it's probably a water/plumbing issue.
