Here's a crazy one: i love to whip it out for anyone who hasn't seen it.
The context is Doom is confronting the panther god, worshipped by Black Panther, to obtain a cache of vibranium. The panther god looks into his soul, and if he judges him unworthy, will destroy him.
Everything doom does, even though he appears to be a villain is in pursuit of one goal. And though all possibilities, and all alternate worlds, there is one path that unites mankind into a utopia, and that path is Doom's. The Panther god knows this, and concedes to Doom.
Still not seeing it. He could disintegrate him without even harming the suit if he wanted. Even assuming he couldn't do that. What's stopping him from teleporting him into the sun for example?

depends on how you define "low tier." Doom is human, albeit a resourceful one. Any regular guy in the marvel universe could potentially be doom, provided they were smart enough and had the willpower.
It's not just "the suit." Doom has energy fields and magical wards surrounding him at all times, as well as safeguards that assure certain attacks (like magneto's) flat out won't work. The scan I posted was a watcher attempting to blast him with a cosmic cube, and the attack completely failed, because doom's armor shut down the assault- cosmic energy was worthless against it. Trying to disintegrate him or teleport him means getting past his magical and energy wards- and that's fairly unlikely considering Doom has beaten the surfer in confrontation before, and Surfer is Dr. Manhattan, only more powerful.

I originally brought in Reed Richards because standalone he is joke tier in a fight, but if you give him time and access to normal resources he can figure out a way to beat him.

The wards required his suit to have a weakness of some sort. Doom didn't know about Squirrelgirl when he made his choice.

Then it becomes a question of if Doom can survive attacks from Manhattan and not if he can beat him.

Yeah I can agree with that. Naked Doom would struggle against Manhattan, but is still incredibly formidable due to his magic alone.

Doom and richards are basically the same guy. Incredibly advanced intellects, plus prep time and an assload of technology makes them virtually unbeatable. Richards has come up with just as insane and implausible feats to squeeze out a victory.
The Ultimate Universe version of reed opened a portal to another universe's big bang to use as a weapon against Gah-Lak-Tus. You don't want to give those two any more than five minutes to themselves or you're eating a massive L.
Had Moore been allowed to use the Charleston characters like he intended, he would have been Captain Atom.
He'd be fine, magical wards plus whatever high level spells he wants to throw at Manhattan should make it no issue.

Not a question at all. He beat down surfer and stole his powers. Surfer basically IS manhattan, only stronger and more skilled.
There's no question Doom would survive an attack from manhattan without issue.
616 Doom is slightly better than Reed is, yes. The ALTERNATE versions of Reed are all crazy immoral though, and beat their versions of Victor Von Doom. (sorta- there's an infinite number of alternate worlds, and that's not always true.)

Yeah you're right, now that I think about it more.
Boils down to this: Reed Richards naked in an empty room is dust. Naked Doom in an empty room is still top-tier. Though he doesn't have that true cross armor, so ol' Drac would give him a little trouble.

I don't know if Doom could beat Dr Manhattan. In the much more grounded Watchmen universe, he's basically the smartest being on the planet with the power of God. Even Ozymandias was seeking approval from him at the close of that book.
Since it's Comics! and all that, anyone could beat anyone, but Dr. Manhattan would be hard to top. Most of Marvel's matter manipulators aren't omniscient or indestructible.

If Doom is so smart and powerful then why is he so twisted and evil?
Manhattan can simultaneously exist on different planets if he so choose to. Unless Doom is also importal, worst case senario for Manhattan would be that he has to wait.
