Why aren't RPGs more cinematic in battle?

It's not filler though, each attack still takes planning, if not more than before because you can't just sit there and flip through menus. You've got to think about comboing them for links which would be a very welcome addition to the genre i'd think. Something very different from everything else.
 
Perhaps a little surprising but relative to the genre, Suikoden IV is actually fairly cinematic in battle. It uses a number of camera angles and passes to show off melee abilities and it does so quite well. It's also fairly streamlined and well paced.

One of the few strengths of the game.

Too bad the cast was so weak that I never fully liked even a single character and many shared the same basic model-skeletons and thus their animations.
