Because they are being repackaged and redistributed as a technically-new executable on a new console, even if you pop in the disc. On PS2 and Wii and Wii U you're just playing back the original physical media directly.Out of curiosity, what's the reason that Microsoft needs to relicense every title for their BC effort, whereas it never appeared necessary in the past (PS1 -> PS2 BC, Wii -> Wii U BC)? I assume them being able to sell digital copies of games is a factor? Could it also because of their emulator solution, which requires tinkering with each game?
