This is a poor example as we do not know if it is actually gameplay or a cutscene that is pre-rendered, the obvious gameplay it pretty bad

A good pc could run the E3 prototype but the new pc version will only look slightly better than what you see here because that version would be build from the console ones. Maybe you see some better textures and of course a better resolution, but forget better models, lighting and animations (and those were the ones that made the prototype stand out).
Anyone that thinks the PC version will resemble in any form the E3 protoype are deluding themselves.

This is a downgrade from what was originally shown, yes.

It's still a marked improvement over every single last gen open world game in a lot of ways as far as I can tell, enough so that I'm hesitant to say it's simply an up-port. It appears to hold up well against the majority of games available on either PS4 or Xbox One.
