Not surprising. If it included Dragonfall, or was the DC of Dragonfall, then it would be a more viable tier, since the original SRR has hit $3.74 multiple times in the past.

Considering all the problems Risk of Rain's had since the big patch, I really hope this doesn't turn into a trainwreck.

In Steam? No way.
I've had Sniper Ghost Warrior in my inventory since Christmas 2011 (when I originally got it from a crazy Steam event) and it has yet to vanish.
According to the site, it applies only to the extra copies of Risk of Rain (and the free copies of Teleglitch, but they actually expire sooner).
That asterisk is only next to the Risk of Rain listing. Of course, the only way any of us will know for sure is if we try to gift the others after that date.

It's raining Risk of Rain.
There've been bugs galore since the last big patch - skim the patch note thread for details. (Though apparently they just addressed some of the controller issues people are having in a hotfix this afternoon, which is something, at least.)
