It's not "10 million NX units will be produced annually."
It's "annual production of Nintendo NX is estimated at 9.5-10 million units."
That's an important difference. The former connotes that 10 million units will be produced each year. The latter connotes that estimates for the year are 10 million units.
If NX can only ship 10 million units each year, I'd agree that it's not in good shape. But 10 million is fine for the first year as long as it's able to grow along a healthy curve.
I think regardless of the phrasing used it's obvious that estimates/forecasts will change drastically after it launches. Nintendo always revises future forecasts based on the real world sales they're seeing.
I've been assuming it means exactly what you said, 10 million for the first year. Which is not at all a low number.
