Well, a fake leak some time ago implied the DLC characters would belong each to one existing team.

Whip could be either Ikari or team K' (most likely K', so Ikari gets Heidern), Yamazaki would be on Geese's theme, Shingo (if he's the last one) would be Japan Team and Vanessa team mexico (altho i don't recall her being mexican, she is Ramon's love interest and they have been team mates before).
