I am of 2 minds of this.

I get Blizzard wants people to play HotS, which is pretty good I think but,

On one hand they are offering free stuff to get people to play the game.

On the other hand it's going to be a nightmare for people who play solo or not a full party because there are going to be people who don't care about HotS, just want the free stuff and are just going to throw games so it goes faster.

I know this sounds horribly pessimistic but, I can see it happening.

Does the game not have some sort of matchmaking or skill rating for the required modes? Wouldn't those people who don't give a fuck just end up playing against themselves and other new players?

I think you have to do each quest in order. You don't have to do it week of tho. So 10 games to get D.Va.

How to make sure Overwatch players won't touch HotS again (unless they're prodded by rewards): Shoehorn exclusive rewards behind PVP content of a game they probably don't even want to play.
How to make HotS players mad: Shoehorn exclusive rewards from another behind PVP content so there's a flood of new/bad players coming in and ruining the experience of the game for a month until the event is over.

Well time to ruin some peoples games I guess. Vs AI it never was a problem for last years Genji challenge, but HotS players are gonna rage when they have a useless chump in the team, in a regular match, who is only there for the OW skins (like me).

Unless 2.0 changed something new players won't be matched with experienced HotS players so this won't be an issue.

Dang, disqualified already. I only play against the AI (sweet sweet pause button and instant matches). I would have tried this event too. Oh well, which of the packs should I pick? I only have:

Nazeebo (D3 Witch Doctor)
Zagara (zerg queen)
Diablo
Xul (D3? Necromancer)
1000 gold

I like pet stuff. Diablo was free because of D3. Necro, Queen, and Nazeebo have adds so I aimed to unlocked them.

Yeah this is annoying. I probably can't play much during week 4, so I'd have to do all the stuff in the prior week. I mean it's nice they're giving you something for OW by playing HOTS, but it really is just an obvious attempt to boost the player numbers in HOTS because OW is likely (much) more popular. Population count is king in F2P games.
