Looks like this might be part of a multi-poster image, which they did at SDCC 2011 and 2014 for the first two Avengers films. But maybe not.

Yeah, there's presumably a second poster with Captain America, Falcon, Star Lord, Drax, Rocket, Groot, Ant-Man, Black Widow, Scarlet Witch, Thor, and Vision on it.

To add to that I could also see that as Tony "anchor's" the first poster Cap being the anchor for poster #2 and Thor being the anchor for #3 makes sense.

I wish I knew the person who did the concept art, because I absolutely love this and their previous works for The Avengers and a general MCU one they did years back (with a different look of the Guardians).

I'm pretty sure it's Adi Granov. He was giving a talk at my university a few years ago, and they were advertising it using the Avengers posters.

I don't think Adi Granov has done any Marvel Studios stuff in a while.

The two concept artists I know of are Ryan Meinerding (Marvel Studios Head of Visual Development) and Andy Park (Marvel Studios Visual Development Supervisor).

Because Hulk is already in the first poster, I feel like there's only one more poster that has Cap in the center, as at least in my head, they wouldn't do 3 main Avengers like that without making the 4th front & center as well.

Kevin Feige already said they would introduce new heroes. Probably won't happen until Avengers 4 though.
