But couldn't you say the same about Goku and Vegeta? They don't need to use SSJ but we always see them use it anyway. Maybe I misunderstood ep 88 and 90 lol

Ultimate drains as much as SSJ.

Ultimate means he can unlock all of his power without needing to go SSJ. It's a different method than Goku and Vegeta as stated by Gohan himself.

and he can scale it however he sees fit, without people calling bullshit like Goku Blue vs. Krillin.
Yup. He gets all the power from the various transformations sayains get (once he's trained to that level), only without needing to use any stamina to transform and gain access to it.
