I'm not convinced there is enough danger in the midterms to prevent them from trying.
All of these terrible GOP health care bills are polling from 15 - 25%. The only time Trump's approval rating consistently dropped was when healthcare was in the news. The GOP base doesn't care about Charlottesville or NFL anthem protests, but fucking with their healthcare is actually politically toxic.

Yep, they aren't going to stop trying.
They can't use reconciliation to pass this after 9/30, so they'd need 60 votes (which isn't going to happen, they'd need a lot of Democrats, and they won't get any). This is a big win (or loss, depending on your perspective).

There's a reason they tried and failed to pass this mystery box mess of a bill at the last minute. The use of reconciliation is up to the senate parliamentarian, which is a fairly non-political position, and she has set a hard date of 9/30.

Correction. Their base isn't heavily for this because they like having healthcare. It's their donors that are heavily for this.
