It's a trick with perspective. The camera is positioned in a way that makes it seem fake, but it is actually legit. The heads are normal size, your mind tricks you into thinking they're huge though. This is a completely ordinary optical illusion, I've read about it on Wikipedia.

How is that perspective. The object behind the guy with the hardhat is 10 times the size of the guy wearing the hardhat. He even blocks the object partially.

It took me a while too. It's a view from above, and the road begins to widen as you come to the toll booth, but it makes it look like a weird super-steep hill. Just keep in mind that's a flat road that's just getting wider. Strangely enough I showed that picture to two people and they couldn't even see the illusion.
