Nowadays, these things are discussed pretty early in development. This is what we're going to do - then it's divided into what's going in the main package, what goes to the retailers, what goes into the cross-promotion, and what's sold as DLC [and again subdivided into day 1/launch window/ +1 +3 +5 months after). It's important to develop these concepts early to make sure the implications for the "main" package are properly planned beforehand.
"Cutting out" DLC midway through development might have happened a couple years ago when the concept was fresh, but by now it's become standard procedure to plan these things from the start.
