It's a dress code for an office environment, not for a restaurant though.
It just seems odd to describe a restaurant in that way.
Anyway, I say lose the earth tones, its fucking spring. Sweater-vest looks awkward, doesn't suit your frame and makes the collar on your shirt weird.
Are those tan jeans or khaki pants? I agree you need something much darker for your complexion.
I would also shave off your goatee, IDK what you look like without it but it kind of makes you look like you are trying to look tough.

A hat almost always looks like shit, especially that $5 hat up there.

Heh, like i said, the light is really bad and the camera is not the brightest either, i would have used a timer, but i couldn't find a proper place to put my camera so i could get a clear view from head to toe, so i had to sit. My face on the other hand is not relevant.
Never mind the photo quality, what is that jacket called? Seems like something I could wear my grey & black hoodies underneath.
Mmm, no they're low top. I think some lace goes around the shoe in a weird way, not sure.
edit: quick search on some shoe websites.

Looks like it's styled after an old army jacket.
I bought it a long time ago, from H&M, it says L.O.G.G inside the jacket.
i think they call that "utility jacket".

Was it a Casual Friday or something? I'm nowhere near the pinnacle of fashion, but I dress well enough for the office Mon-Thurs.
Friday? T-shirt, jeans, sneakers, and I probably didn't shave that morning. The t-shirt can be plain, patterned, or a graphic tee. Such as this lovely xkcd shirt I occasionally wear.
