The first chapter only flashbacked to the series with Zuko asking Ozai about her in the prison but extended the scene to show Ozai just being dismissive and Zuko just giving up and leaving. She can direct her eyes places. That function isn't lost on her.
Sure she can, but doesn't. They're very consistent about that in the show itself. She never moves her eyes towards anything.
