Well, of course you would love that section. It's a very firehawk game.
I didn't mean to imply that only people who had played the previous games would like it, but just that I can understand how it would be more off putting to someone who wasn't really expecting that sort of game. I personally feel that it is very effective character work, and it's such a relaxing atmosphere.
The ending of the game WAS very :firehawk. It almost makes me wish that 4 didn't involve Kazama at all, really.
But yeah, I remember the Giantbomb Quick Look and the guys being utterly confounded at the fact that they had to go around trying to figure out who stole money from one of the girls. But I just thought that entire arc was amazing, especially since at the time, no game except maybe Persona even tried to simulate real world relationships without fists to the face or bullets to the head (not that Y3 didn't have those either).
It's similar to the Akiyama section in Y4, where you are dealing with people who are so poorly treated that they can section off a part of the city, create their own ghetto, and no one who is normal (read, Japanese), even knows they exist. Much like how America is divided by race in many of its major cities. Running around trying to figure out who was tagging racist/anti-Japanese graffiti around the city was one of my most memorable quests in Y4, especially because of who the culprit ultimately ends up being.
I suppose if all you want is to punch tigers in the face, the Y3 intro is probably the most infuriatingly dull and boring thing ever though. lol
