So, using the example they have given, if someone in Japan purchased a console from Germany, they can still use the console and log in using their Japan account. But.. this is where it gets confusing. It seems like they only have a select number (13) of "locales" for their XBL info retrieval for the store. Does that mean that they would have to have one of those 13 locale addresses and billing address?

Can someone clarify?

They need a valid billing address and payment instrument from one of the 13 launch locales to purchase content from the marketplace. The console won't be available in any other language than the one they chose for their locale. But other than that the console is fully functional.

You can live in Japan, buy a console from wherever, use your Japan XBL account.
When you want to buy content from a marketplace you either need a payment method from that locale, or, more conveniently, you can use your pre-paid credit.

How do we know that Japan is one of the Locales? That's what I'm asking really.

You would need to know one of the available languages.

So say you know English, you could select it, then select the US, then buy US microsoft points from Amazon, add them to your Japan account to use on the US marketplace.

Probably yeah. But this document looks very legit. So still useful to disprove those that said that he is just someone that runs with rumours he read somewhere on the internet.

No IP checks for the marketplace, so if you live in Sweden you can select UK as your country and buy from the marketplace. However, you need an UK address to buy something with your credit card.

Certain apps will impose IP checks just like Xbox 360. That's pretty much it.

It's both good and sad in some ways. But, like many other systems, it should work fine in other regions since it's not region locked.

So if I set one of my accounts' language/country to Japan, I should be able to enjoy downloading and playing all the Japanese games, unless it is banned in my country?

You're missing that your friend can switch his console's locale away from German and then the two of you will play DR3 no problem.
 
speaking of switching. what about bans in certain countries like censoring certain things. does this bypass that.

A lot of censoring is done on the game disc itself so not sure what you're referring to?

I.E. Australia is getting it's own version of Saints Row IV (if only slightly gimped)

Edit: Just realized it might mean you can switch to the US XBL and download the uncensored verision

Or at least with this system I think you can

Your XBL account settings don't matter anymore. Only the setting in the XB1 itself matters. You should be able to select Japan as your country and buy Japan only games from the Japanese marketplace using your American XBL account yes. Obviously you need to figure out a way to navigate your console and the marketplace, as everything would be displayed in Japanese. Even Kinect would only accept Japanese input. If you manage to find the stuff you want in the marketplace, set up a fake address in Japan and buy the games you want. Then download them and change your country back to America.

This should work. Two requirements though: XB1 needs to launch in Japan (2014/2015?) and obviously we don't know if there are going to be any Japan only games at all.

All sounds right expect buying. You won't be able to just make up a billing address during purchsses. It would have to match the address your credit or debit card was registered to.

One way you could do it is buy foreign points cards off eBay (using paypal) from the country your XBL account is registered, and use the codes.

This sounds reasonable, nice even. I'm in MS's Princess Palace (USA Tier-GoldStar) but this rocks for others and people who move around a lot. The CBOAT rides again! Thanks CBOAT! I can't wait to see the news next week. This shit is just TOO entertaining.

BTW, this is already the situation in Windows 8 and Windows Phone 8.

In Windows 8, all you need to do to go from one store region to another is simply change local country in PC Control Panel.

Windows Phone 8 is the same, just change your region to your desired country, reboot and the store will reflect that.

I am glad MS got rid of the old account system and made it all local based.

Well it doesn't with the PS3, and I'm hoping it's the same with the PS4, and by virtue Microsoft follow suit too. It's convenient as you can download demo's, games etc specific to certain regions.

Hopefully Swapping your account country over is an easy and quick task.

Only the prepaid credit that's in your account will not migrate with you from Spain (Euro) to Sweden (Krona).

You can move your Microsoft account from the region it’s associated with now to any other region up to one time every three months. However, after your Microsoft account transitions, the currency in your account will not move with you, so be sure to spend your currency before you change your account location!
Not sure if they consider the Eurozone a region, probably not.
