There was a old video that had came out shortly after Arkham Asylum showcasing Batman and Joker teaming up in very similar moves. I think they have been wanting to do this for a while, but could not do so until the next generation of consoles.

It is rumored that these characters may indeed be used in the story portion of the game outside of challenge maps, much like Catwoman was for Arkham City.
