He's not particularly difficult to counter. Scythe is magic damage so the usual stuff stops it (BKB, Hood/Pipe, Glimmer Cape especially) and he's overall tricky to fit into a lineup.

Banish heroes, BKB and Glimmer Cape all invalidate the scythe too often in fights.
