And if it was point blank, they'd be shooting centre of mass anyway, because you don't fuck around aiming for limbs when facing a deadly threat at "point blank" range.

Doesn't matter. It is, frankly, an atrocious hit rate.

Shooting the guy in the hand and knee was excessive, IMO. The police should have shot him in the axe. And then the axe would spin in the air in slow motion and then get stuck in the wall behind him. And then the police would run up and roundhouse kick the guy, and then they would say "Road House".
