If so, press close on the bottom of the screen so that it shuts down the game cartridge.
At that point you should be able to remove the cart and put in another one.
Try to not take a cartridge out of the system when it's still active, in the game itself or in the background of the home menu when you interrupted the gameplay by pressing the home button.

Are you sure it says turn off the 3DS and not just turn off the game? I've done it several times without any problems.
