Unless the Xbox One is packing a 7970, he's talking about the PS4. I don't see any other scenario where the Xbox is '50% faster'.
Furthermore, Albert Penello claims that “the performance delta between the two platforms is not as great as the raw numbers lead the average consumer to believe.”
This implies the PS4 is still the stronger console.

1.) How do you know this is in reference to UE4?
2.) How do you know this is talking about the XB1 being 50% faster?
He's speaking to "pure hardware specs", which means, assuming he's not just screwing around with people, which he probably is, it seems like a good chance he's talking about the PS4 being faster.
This would be in line with the Heise article where they said developers at Gamescom were talking about the PS4 having a large margin of performance over the XB1 actually.

This is really desperate - and sad, considering he followed up clarifying the PS4 is the more powerful console ;( (great news for me, getting the PS4 this fall!)

Maybe I'm jumping to conclusions, but in my humble opinion if he's asking about next-gen consoles he would ask people he knows, so it's very likely he's asking people that work for Epic which uses the Unreal 4 engine.
Well both Mr. Penello and Major Nelson has publicly stated that the truth will set us free and the PS4 will not be 30%+ more powerful than the One. So if we have a dev saying that there is a 50% speed difference, it has to be in favor of the All-in-One entertainment system.
Do you really believe Microsoft guys would publicly lie to our face? C'mon that never happens and don't forget Microsoft developed Direct X!
