I doubt those costumes they are giving away for preorders aren't in the game at all. Like in Vesperia you would get every single costume in game that was sold as DLC. So, it is a nice freebie.
These costumes are not in the game at all.
The costumes in Tales of Graces f are:
-Default
-Formal
-Swimsuit
-Two characters have future arc costumes.
Extras:
-Asbel: Yuri Lowell (Carta Card prize)
-Cheria: Rita Mordio (Carta Card prize)
-Sophie: Patty Fleur (Carta Card prize)
The rest are DLC.
Do note that there are also accessories that you can put on your characters like watermelons or glasses. It's like FFXIII-2's monster attachments. Xillia has these as well.
Now if the localization team decided to keep Carta Card in (this is a card game where you collect cards on the field, give them to a dude who lets you play the minigame, which is basically you recognizing what the Tales Series character on the card says. It isn't too hard, and the quotes are written on the card description anyway, so I don't see why they'd exclude it), then you'll have access to the Tales of Vesperia costumes for Asbel, Sophie, and Cheria.
Mind you, in Xillia, you have to pay for the swimsuits now.
From what I've heard, that's just a flashback at the beginning of the game, showing the cast as kids. Hopefully the cheese will be toned down when the characters are their older, default ages. I don't think we should be too worried. (I hope.) Symphonia and Vesperia weren't so bad right?

Should I get this? I haven't really enjoyed a Tales since Phantasia and Destiny. Xillia looks great, but I really didn't like Symphonia at all, and Vesperia was okay but bored me. Graces looks a lot like it.
It doesn't sound like Tales is really for you if Vesperia bored you. Unless you were bored by the narrative? Graces' narrative is a step down from Vesperia's, but I liked the Graces characters enough.
Edit: Ohhhhhhhh, you're talking about the battles? Team Destiny (they've been called 'Team Destiny' since ToD2) battle systems are more fun than Team Symphonia battle systems, imo. I've already gushed about the systems a lot in other Graces threads, and a few of us almost came to blows over comparisons between Graces' and Xillia's battle systems, lol.
But basically, Graces' systems are more fluid due to the Arles Pot, around-step, penalizing the player for free running, CC, and the style-shifting. There's a lot more, but I've posted lots of info in other threads. So has Aeana, whose posts about Graces are better-articulated than mine.
