Today, bigger memory chips cost less.
Back then, bigger memory chips used cost more, so they just added more of the smaller ones.
At least that's how I remember...

One of the nicest views is to open a cartridge and see both the front and the back of the board stacked with memory chips..
I've never seen the insides of a n64 cartridge, so I could be totally wrong, but that's what common sense dictates.
