Its not impossible, but the guy's case isn't all that strong, either. Calling it a 'rumor' is also highly misleading. Its not a rumor, its pure speculation.

They would lose quite a few Xbox one sales if forza was brought over to PC. Not sure if its a particularly good idea for the Xbox division if true. But what do I know.
