Yeah at the end of each race you can view the highlights and choose a bunch of options. 30 seconds, 45, 60 etc. You can focus on hits or items or drifting or everything and then you can upload it to YouTube and Miiverse. It's called Mario kart TV. You can also watch your most recent races as well as the most popular worldwide and you can favourite some too.

What's the best method/software to use for Gif making?

You can capture GIFs super fast with a GifCam.

GIMP apparently can be used for editing GIFs but I have and prefer Imageready (comes with Photoshop).

Some people are making actual movies then compressing them into GIF/WEBM format. I don't know much about creating that latter format though.

I have been blown away by how impressive this game is.
