Nope. If Shenmue 3 will ever see the light of day, it will be way, way more bigger and complex than Yakuza. Not only in terms of tech (realtime weather, day/night cycle, open world etc) but also in terms of gameplay with a very high consideration for the details.
I don't understand how Sega couldn't finish the series with the Yakuza team. It's basically the same style of game so they could use the Yakuza series' engine.
