When playing through Dolphin you can dump textures as they appear in game. All the backgrounds are just textures, so every time you enter a room or camera change it can dump the background.
I'm actually dumping a bunch right now because I'm trying my own scaling on them to see if I can get something that looks a bit better than what Capcom has put out so far, and much better than what REmake looks like typically scaled up.
I'm uploading a fat group of the backgrounds to my Sta.sh now (it should be about 217 of them).
You can check that folder out and it should be updating as the rest upload.

Here are some comparison shots. I scaled the backgrounds a custom way, and I'm using SweetFx on top. It uses bloom and film grain, the bloom is a bit thick right now but I plan to tweak it down. SweetFx is of course optional.
I think the clarity in the floor is a lot nicer in the top one.

I think 960x792 with 4x ssaa hits the sweet spot between the backgrounds and 3d characters looking out of place.
Capcom has some sort of watercolor painting filter that makes the images look artificial as hell. Why can't they do this instead?
I'll take 16:9 ratio. Even if the camera moves it's not the end of the world. Especially for people who are first time players. Sometimes the doors are 3D rendered objects in the game, so they won't be drawn in the pre-rendered background.
If this door was rendered in real-time, it means at some point a zombie could open it. But I don't ever recall any event happening with it. :/

Because one of the best games of all time doesn't deserve to be locked away forever on old Nintendo consoles.
Well, they're both the best of their style (classic and modern RE) but RE4 is more action based. REmake is more survival focused.looking forward to this. never played REmake as i never owned a gamecube.

I believe it sold a little over a million copies on Gamecube and it wasn't up to Capcom's expectations so they made 4 in an attempt to appeal to a wider audience.

What you're saying doesn't really sound like a very good idea.
I'm understanding it as scale the 512x*whatever the height it, sorry I don't rememeber* backgrounds up to 960x792, then render the 3D objects - stuff like Jill/Chris and zombies with 4xSSAA at that resolution, then scale that again up to 1920x1080?
Also, your examples you've provided are stretched outward to 16:9
