They added some new trees, textures, and implemented real-time lighting. The actual track model looks considerably lower quality compared to something like Bathurst though.

Limited to on track and off road rally, real world circuits only, and real world motorsports cars only, so they can provide a full damage mode without manufacturers hamstringing them. Some WRC, some DTM and LeMans supercars and done. Maybe half a dozen tracks, 30-50 cars and a $30-40 price tag to whet people's appetite until a full mega game next year and beta test all the online capabilities. All in 1080/60.
If they announce this for this fall they will sell millions of it.

I would add Cape Ring to the tracks that need a complete redo.
I would say every new track they have made since shipping GT5 has looked great. DLC for GT5 and the new tracks for GT6 all look top notch.

if thats going to be the actual title...consider me concerned. one thing Polyphony Digital does NOT need is a widened focus, and thats what the title implies to me...
GT7 absolutely MUST be a solid, polished, feature complete entry in the series after GT5/6...if they want to go crazy for GT8 after forming a solid base with 7...so be it...

That Gran Turismo preorder was up on their site for at least a month now, I check their store on a regular basis (I'm from Croatia) and never thought of it as anything big, everyone knows a new GT is coming so I thought it was just a preoder placeholder.

That's one way to look at it. There's also a certain class of cars referred to as sports cars, which is how I interpreted the title, seeing as the game is probably a stop gap towards GT7.
