2 more questions. Do you HAVE to take a perk in order to take the perk below it?

Like do you need to take the INT 7 perk in order to take the INT 8 perk, or can you skip it and go directly to the INT 8 perk, as ling as you have 8 INT obviously.

Second question is, when you level up you can either get a perk or a special point correct? Would it be better for early on to focus on getting your specials up to what you want in the end, so then you are free to get any perk you want later?

I assume you can pick any perk at or below your level without picking the previous ones. So you can pick Computer Hacking without picking the stupid V.A.N.S. if your intelligence is above 4.

I think a balanced approach is best - you will most likely find bobbleheads that increase your SPECIAL stats, so it's better to not go higher than 8 at the start at least.

No, you can go to 8 right away.

Honestly, it probably only depends on what difficulty you're on, and/or what the essential 'soft-cap' is.

Maxing all of your SPECIAL could mean a relatively pretty underpowered character, given that the 20% damage increase and the like for the various weapons probably have more impact than raising a SPECIAL by even several points.

There is something to note in that bobbleheads still exist, and possibly could give you 'freebies', likely in terms of SPECIAL increases directly.

Definitely playing on the highest difficulty, those videos made things look pretty easy by default.

Early game plan: Focus on getting the lockpicking perks and finding large settlements. This nets three benefits: Large amounts of exp from picking the locks, the loot within, and avoiding combat.

With that early boost, I'll be better suited to pumping HP and DR, while also accruing a decent amount of weapons and ammo. Then I can start exploring with a bit more confidence.

Interesting new tidbit released which matches up with what was indicated at the Microsoft E3 conference in regards to Power armor, even though the youtube vid got pulled super quick.

If you take a bunch of damage to a region, the armor does indeed fall off/get wrecked. The deathclaw in concord takes the PC's helmet off when picking him up and throwing him like was hinted in the 'atom bomb baby' trailer]

Pretty much it so far, unless I'm missing info.

There is also a 'quick take' option for grabbing items which doesn't contain any real info other than the item name, but there does still appear to be a detailed view toggle if you want to examine something further.

I think you get to see rank 2, 3... only by unlocking previous rank first. With percent stuff you can guess somewhat easily how how they will go.

He only had one point. In the Character System video, they had many banked points. It's unlikely he would have been able to select more than one? Although that would be a dumb move as that would gimp pre-planning of perks.
You sure about that? In the leaked video "RB" for next rank is highlighted. And in the Bethesda character video:

it looks like he clicks through all the ranks of the Intimidation perk even though it says choose (1). I assume that means he only has one point to spend.

There was no hardcore in F03. And I thought weapon repair was in the game, just that weapons don't need it that much at all anymore. Course there was no weapon repairing in Fallout 1 or 2 either, that was added in 3

Shhhhh you will ruin the "this is for casuals" narrative building up

Power armor works more like vehicles now btw, its not just armor you can wear like any other.

The perks are on the wiki if you don't feel like digging through imgur n stuff, someone's added them to the table there along with various other info, like full details for Strength perks
 
I don't understand the solar powered perk. +2 to strength and endurance? But you have to have endurance 10 to get the perk. So really it's just +2 to strength, why even bother mentioning endurance.

According to popular theory, it'll put you up to 12 in Endurance, which does give you added benefits to health/radiation tolerance, etc...

Apparently it works similarly to the above in Fallout Shelter w/ buffs.

Yeah that's probably right. There was that perk in the older games that could increase your Luck over 10 for the purposes of critical hits.

Is it still out of date and full of false data? Was 10 or so minutes ago...

Looks like they're updating it, but I wouldnt expect accuracy for anything but the first level of each perk for awhile.

Right, I kinda forgot about them. After reading that reddit new info thread, generally I'm quite happy with the changes though.

I usually go ham with charisma so i have every dialog option lol

Well, me too. I just can't stand it when I see a dialog option that I can't choose.
I'm aiming for PER and CHA.

I've never played a Fallout so I'm not personally excited for this game, but in a weird way, I'm caught up in the hype anyway. I'm just excited that people are excited! GAF's gonna be so much fun on the 10th.

I haven't been keeping up but does this mean the game's out in the wild now?

Well, do you like open world games? Western RPGs? You should consider buying the game if you do. These games require no previous knowledge of the franchise to enjoy.

I got Dragon Age: Origins when EA made it free last year, but I didn't get too far since I found it kinda overwhelming. Didn't help that I'm not much of a PC gamer. Conceptually I liked it though.

I haven't played many open world games yet (don't have a PS4, will soon though) but I have no problem with the concept, and I had fun playing GTA and Saints Row at my buddies' houses. Really looking forward to Xenoblade, and MGSV is at the top of my list once I can get it.

I'll probably check it out somewhere down the line on a whim if I see it cheap enough, for sure. Mainly just because I have other stuff I'd like to get first and the Canadian dollar's pretty bad right now, so I get most of my games discounted these days.
 
Someone compared the Fallout 4 dog to the Final Fantasy XIII dog, but I think this guy fits the bill way more.

Xenoblade's gonna' take up all my time as well : )

I'm getting both Fallout 4 and Xenoblade Chronicles X for Christmas. Not sure when I'm going to find the time to play both lol
