Not to really defend the dress, but the proportions of pretty much all the characters in Street Fighter are goofy.
Isn't Chun nicknamed 'Thunder Thighs'?

It was actual Mexican sounding Spanish. I never got very far in that game but they really speak (arguably) bad Mexican, which makes absolutely no sense to us spanish people, but I guess not many people can tell the difference overall. The Tekken team takes this stuff seriously and it's greatly appreciated.

Lol, maybe I'm the weird one who thinks Ryu's outfit looks great, Chun-Li looks ok but her proportions are throwing me off (like one leg is thicker than her whole torso), and I guess I'm not a huge fan of Cammy's new face design. Oh well.

In my opinion, Ryu has one of the most unrealistic proportions in the game. I almost never see any guys with bodies like that, especially those huge arms, even when I'm at the gym. Sure, there are guys who are in great shape, but what Ryu has is basically an exaggerated bodybuilder. I see way more women with proportions like Chun-Li on a regular basis. But then again, I like thick women.
Ehhh, too each his own. Just play & enjoy the game everybody. We're literally not gonna care about any of this when it comes to pummeling each other.

Chun li's outfit works, its sexy and rad.
Cammy's outfit looks like they had a cool outfit, wanted to make it sexy and ripped the pants off of it. And made it worse. So she's wearing half an outfit.
They weren't gibberish, they were just generic phrases.

DoA characters wish they could look even half this good.
Keep in mind they aren't going for photorealism. SF's always been a cross of modest realism and more stylistic anime. People just don't see it that way b/c the Alpha games literally went with a very stylized anime aesthetic and that's what people think of when they think of SF and anime nowadays :/
