Sorry for drifting off-topic, but that dub isn't in English, is it? It's primarily in Tagalog, right? Or do they just use the odd English word now and again?

Yeah it's Tagalog, only few anime got local English dub and even then their later redubbing is in Tagalog.

I honestly can't tell if you're making that up or if it is a keen observation you've made from the show. If it's the latter, that's pretty cool.The thing with Meowth learning the human language is that he exerted so much effort in doing so that he wasn't able to learn Pay Day, his species' signature move, so I'm not sure whether other Pokemon see the benefit in going through the effort to talk clearly with humans if they have to give up one of their vital moves.
Having said that Pokemon already do speak, just not in a language many humans can understand, and like real life languages their language able to be learned since the speech patterns are consistent. Take Pikachu for example, whenever you hear him say Pikapi during a conversation he's referring to Satoshi (Ash), when he says PiPi-kachu he's referring to Team Rocket and when he says Pika-Pikachu he's referring to or introducing himself. It's honestly easy to pick up and if someone wanted to go through the effort to master the Pokemon language they could.
That's what I thought.No pokemon speaks in non-anime appearances outside of the mystery dungeon games where every pokemon speaks.
Even in the anime, the only Meowth that speaks is Team Rocket's Meowth, the rest just make noises.
