It adds so much to the game. You're exploring a huge universe - going from one planet to the next. In the back of your mind, as you're about to reach the new world: the exciting, however improbable, possibility of encountering someone is in the back of your head.
Is this time going to be it? What do I look like? Are they going to kill me?
It's that unnerving possibility that as you're exploring a landscape you might see someone in the distance and that it isn't an NPC.

This isn't surprising in the least. I'm not sure why people were optimistic for multiplayer when they always avoided the question anyway.
Why? It would be SO easy to confirm or deny from the devs. They refuse to do so making people expect things that are not there. The people who are going to or have bought the game deserves to know.

Give a simple yes or no answer without telling players how to do it if it's SO secretive and hidden despite the prior words from the dev about how it's supposed to work. Over the years "Yes there's MP, yes you can grief and see other players." Day before release. "Don't expect multiplayer." Day of release "Wow people found each other our coders are so good!" 48 hours ago. It's a single player game, the odds of you ever seeing another player is pretty much zero.

Confirm outright if a player can be seen in another players world, but don't say how it is achieved if it's a gameplay mechanic.

Honestly it may be a server issue.
For example when Bloodborne launched (and DS3) a lot of the multiplayer stuff was broken due to what I imagine was stress on the servers. You could touch a bloodstain and have nothing happen and summon signs are super inconsistent.
