That's a very interesting piece of policy. I'd say I'm in favour, but in some instances it's going to be quite tricky for the developer to express exactly how it works.
Very few games work on the principle of "1% chance -> Epic item, 10% Change ->Rare item..." etc. Most will have values that constantly ebb and flow in order to entice the player if they've been on a losing streak for a significant period of time, or some may dish out the big rewards at a higher rate earlier on in order to get players invested.

Good, but I'm not convinced it will really change the game in any way. People buy lottery tickets knowing the odds after all.

Not really, your implementation doesn't really prove that most games don't use simpler systems.

edit: blizzard will probably adjust probabilities in China by like 1% and say "the probabilities in China are different from everywhere else, don't believe those numbers :^)"
