That's a weird painting, he genuinely looks happy in the painting. He looks like someone who is hopeful and someone who is good to be around, someone who honestly wants the best for those round him.

These portraits are what they show on C-SPAN. The one you're speaking about are official White House Portraits. Those are done after the President's term in office is over.
